Older sibing competition

I was wondering if anyone has or had problems with an older sibling being to rough with a new baby? Cody is way to rough with Connor and ends up hurting him more times than not. When Connor is on the floor he'll get right on top of him and jump and all and horse around, as well as pick him slightly off the floor and move him. He has hurt Connor many times by being to rough. We don't know what to do about it anymore? We try to keep calm, direct him away, raise our voices at him or punish him. Nothing works and were getting very frustrated. Its not ok for him to hurt Connor and its getting out of hand. Also does anyone has any ideas on how I can get Cody to go to Sunday School? He refuses to go and if I don't talk him into it before we get there he'll throw a tantrum almost as bad as a two year old and won't go. I just don't know what to do with him anymore. He needs to get to Sunday School. And he has started to not want to go to church and when I make him go he's so bad in church that I have to get up and leave in the middle. Church is important to me and I need church and worship so when I can't get anything out of it because Cody is acting up its frustrating.
